Message Switch Replacement
DCI was chosen to upgrade the Alabama Law Enforcement Agency’s (ALEA) Message Switch, enhancing its communication infrastructure with modern protocols and data formats. This solution ensures secure, reliable data exchange among local, state, and federal law enforcement agencies. With improved message processing and scalability, ALEA’s new Message Switch offers greater data integration and protocol flexibility, significantly strengthening communication across its law enforcement systems.
CCH Implementation
DCI has been selected to implement its eAgent Computerized Criminal History (CCH) system for the Alabama Law Enforcement Agency (ALEA). Renowned for its user-friendly design, flexibility, and reliability, the eAgent CCH system upgrades legacy technology with an intuitive interface, transforming criminal history data management. This new system improves data accessibility and boosts operational efficiency, allowing law enforcement personnel across Alabama to quickly retrieve crucial information and respond more effectively statewide.
Metropolitan Police

Modernization Project
DCI was selected to lead the Metropolitan Police Department’s modernization initiative, which focuses on upgrading to DCI’s next-generation message switch, eAgent Computerized Criminal History (CCH) system, and the eAgent 2.0 platform. This project involved transitioning users from a legacy desktop application to the modern, web-based eAgent 2.0 system, enabling authorized personnel to submit queries and receive instant responses through any modern browser. The new eAgent CCH system enhances the MPD’s ability to manage criminal history data by seamlessly integrating with systems that electronically provide arrest and disposition information. This modernization ensures that the MPD has access to accurate, up-to-date data, boosting efficiency and supporting effective law enforcement operations.
Oregon State
Police (OSP)
CRIMEvue Replacement Project
DCI has been awarded the contract for the Oregon State Police’s CRIMEvue Replacement Project. This project includes DCI’s eAgent Computerized Criminal History (CCH) system, customized specifically for OSP’s operational needs. Key components include the implementation of a Hot Files database and the eAgent FUSE Message Switch—a modern, secure communication platform for streamlined message exchange. Together, these upgrades represent a major modernization of Oregon’s legacy systems, enhancing the Criminal History, Hot Files, and Message Switch functions to ensure smooth integration and long-term efficiency for law enforcement operations throughout the state.
Sex Offender Registration Replacement Project
DCI was chosen to modernize the Oregon State Police’s Sex Offender Registration system, using its SPEAR (Sexual Perpetrator Enforcement and Registry) platform, custom-designed to meet Oregon’s specific legal and operational requirements. This integrated solution supports the National Sex Offender Registry (NSOR) and includes comprehensive tools for offender management, such as registration, address verification, compliance checks, and public search capabilities. This upgrade enhances OSP’s capacity to track and manage offenders, ensuring seamless alignment with national databases and federal standards, ultimately strengthening public safety efforts.
Gun Check System
DCI partnered with the Oregon State Police to develop and implement a modernized Gun Check System to streamline background checks for firearm transactions across the state. The system includes a secure web portal where gun dealers can submit Federal Firearms License (FFL) forms and receive instant background check results. Designed for ease of use, this solution integrates smoothly with state and federal systems, ensuring compliance and swift decision-making. An API allows submissions directly from point-of-sale systems, while automated workflows enable the OSP Firearms Instant Check Unit to review and respond to transactions promptly. This upgrade provides rapid decisions to dealers, improving regulatory efficiency.
Federal Rap Back Program Implementation
DCI has been awarded a contract by OSP to implement the Federal Rap Back Program, a major upgrade to OSP’s criminal history system. This program allows authorized agencies to set up individual subscriptions that provide real-time notifications of any subsequent arrests or criminal activities after an initial background check. By supporting both state and federal Rap Back subscriptions, the system facilitates continuous monitoring across jurisdictions. Enhanced system integration and security measures ensure compliance with public safety standards, resulting in thorough suitability assessments for both criminal and non-criminal applications.
Open Records Portal
DCI has been chosen by the Oregon State Police (OSP) to modernize the state's public portal for requesting criminal history records. This initiative features a new, user-friendly portal that supports both name-based and fingerprint-based requests, enabling users across jurisdictions to efficiently obtain Oregon criminal history records. The portal streamlines the submission process for individuals and organizations, offering seamless payment processing, real-time status tracking, and integration with DCI’s eAgent Identity Center. This modernization enhances OSP’s ability to manage public record requests effectively, boosting overall efficiency while also supporting state revenue through an accessible and updated platform.
South Dakota Division
of Criminal Investigation
CCH Modernization Project
DCI was awarded a contract to modernize the Computerized Criminal History (CCH) system for the South Dakota Division of Criminal Investigation. This project replaces the legacy system with DCI’s eAgent solution, emphasizing usability, flexibility, and reliability. The new system simplifies criminal history record management, giving South Dakota law enforcement agencies improved access to essential data. With its intuitive design and advanced data processing capabilities, DCI’s CCH system greatly enhances operational efficiency, supporting more effective and timely responses in law enforcement efforts statewide.
